U.S. Sen. Maria Cantwell, D-Wash., on Wednesday outlined a federal framework for governing frontier artificial intelligence, built on six principles that include clear safety standards, continuous independent testing and accountability for the developers of advanced systems.

"To manage risks from advanced AI systems we need clear safety standards, continuous testing, and reporting of serious failures," Cantwell said. "America can lead the world in AI by building systems that are not only more capable, but safer and more secure."

Cantwell, the ranking member of the Senate Commerce, Science and Transportation Committee and a former RealNetworks vice president, last month called on the Senate floor for mandatory independent testing of frontier models before release. Microsoft president Brad Smith said the framework "advances the public discussion the nation needs as we consider the future of AI."

The proposal lands amid a patchwork of efforts. California Gov. Gavin Newsom signed two bills on Sept. 9 creating a state framework for independent AI safety assessment, and on Sept. 29 the White House announced a voluntary safety agreement with Nvidia, SpaceX, OpenAI, Anthropic, Meta and Google that carries no penalties for non-compliance.
