Bill C-39, the Building Canada Strong Act, passed second reading in the House of Commons on Oct. 8 by 296 votes to 26, with 10 MPs paired, according to the House of Commons vote record.
Conservatives voted with the Liberals. The Bloc Québécois, NDP and Greens voted against, Canada News Media reports, citing the National Post.
The bill extends the promise of a single review completed within a year to more major projects. Second reading approves a bill in principle only; it still needs committee study, report stage, third reading and Senate approval.
