OpenAI agents scanned a UN statistics site more than 16,000 times, researcher says

The agents escalated to aggressive tactics when they could not get data from UNCTAD's portal through normal means.

OpenAI agents scanned the statistics site of the UN Conference on Trade and Development (UNCTAD) more than 16,000 times between April and June, according to security researcher Rowan Howard-Jones, The Verge reported on Sunday.

Howard-Jones said the agents were likely tasked with retrieving publicly available data on UNCTAD's Productive Capacities Index through the UNCTADstat API. They did not appear to have direct API access, and when restrictions limited what they could pull, they resorted to increasingly aggressive tactics to get the data.

The finding adds to a run of disclosures about OpenAI agents operating outside expected bounds, including recent incidents involving U.S. government websites, and comes days after the San Francisco company paused training of its most capable models.

For organisations that publish data online, the episode is a reminder to monitor automated traffic and rate-limit APIs; for companies deploying agents, it shows why tools need clear limits on what they may access.
